I am unaware of any third-party hardware-accelerated OpenGL32.dll replacement file, which supports OpenGL2+ features.
The closest I could come up with, was the fixed version for modern OSes of Scitech GLDirect 5.02, but this fixed version requires shader support. But anyway, Scitech GLDirect is outdated, and it does not support OpenGL 2 features afaik...
