I think that 3 is enough, because if you are going to put a limit on the chapters, there is no point allowing 5 man teams when you are only making 3 playable chapters.

I don't think anything has been said yet about a minimum number of people on a team, so you probably can work solo, however I am not 100% sure on that.

The issue shouldn't really be how many per team, but the time limit. A truly high quality campaign can take months to make. Just how far out would this stretch?

That's what I was thinking for the deadline. The campaigns shouldn't be more than three chapters. A month for planning, a month for the graphics, and a month for mapping.

Though it will probably be mixed together, not one after another.

3 months should be just fine for a 3 chapter campaign. I hope that using custom resource (like textures, models) that has already been made, is allowed.

Yea for a campaign contest it would be really stupid if they made a rule saying you couldn't use custom resources.

And I also agree with raging, people should be able to freely come up with a concept and story for their campaign, without having to worry about following a theme.

I don't think there will be, but if there is a size restriction it should be large to allow people to import all the resources they need (including music, which can take up a lot of space).

Do not worry, the theme could consist of anything down to modern warfare or space.

I permit everybody to gather necessary resources such as skins/icons/models/spells and make a basic layout of the storyline for the campaign. But, I do not allowed them to create the map before the contest started.

Gather resources and make the basic layout of the storyline is consider as planning or constructing on how your campaign is going to be.

About the campaign, I would probably make it compulsory to have credit map. The credit map is to make it much convenient for me to check those import resources and ensure none of it is stolen.

Do not worry, the credit map would be extremely simple map that any idiot could do it as well. I would post a sample of credit map along with the thread of the contest unless you want to make a compleks credit map.

I agree with you on that one, a credit map is definetly nescesary and should be available both before and after the campaign, so you don't need to play through the entire thing to get to it.

And good thing that we are allowed to planning, because I've been doing that for the past 2 weeks or so, gathering together the various needed resources

I always plan before I create any map as well, to ensure I finish the map.

So, I did not see anything wrong by allowing candidate to plan their campaign before started it.

Those 5 playable maps, that is chapters, right? Because I will have various minor sub-maps to some of the levels. Like small "raids" you could call it. Like there is an enterable mansion where you need to find a key, but it's a small sub-map to the larger map, so it would suck if it counted towards the final 5.
