Absolutes
The only to make something like that balanced is by either
A) Extremely large amounts of mana (so much so that the hero would need an item to enhance the mana JUST to cast it)
or
B) Make said spell have an extremely large cooldown
Either way, the spells couldn't be very creative or original (either one unit or AOE) the only thing you could really change is the special effects(visuals, not to be confused with abile effects), but that doesn't show skill or much else (just looks good)

I made a list a while ago for a map, the player chooses his race, and throughout the game upgrades his race to another tier
Anyway, there was about 10 tiers, and about 25+ classes, each class was supposed to have their own spells, I could find the list and post it here, so if you need an idea based off a class, you could use it
