I also think it should be like that... you can judge but you can't decide who's the winner until you collect the votes from Poll

Make a thread in mod lobby, judges put scores in there, scores are totalled and possibly discussed, results get moved to arena in new thread.

Standard procedure.

Ah, but that wouldn't be fair to other users who have adhered to the theme. I think the most plausible solution would be to mark frostwhisper down in judging for not completely adhering to the theme (no offence, frosty, I still support your comic), though frost at least somewhat incorporated the theme, as demonstrated in his last panel.
