I only hope it would be moderated properly, to filter all the shit you usually get.
As for spells you generally MUST dl the map to try out the spell.

Spell Forums and Resources
In fact, The Hive Workshop has a variety of spell sections; the creation of new forums might be possible in the future. As the resource section is further developed a place will be reserved for spells.
For now, the best place to find spells and post your own is in our Warcraft III Modding > Triggers & Scripts > Spells and Systems forums and sub-forums.
These forums are well moderated. All spells submitted to THW should conform to the guidelines in Spell Rules - Preview.
