is there any way to export the settings for the "use as sound" files in the sound editor? I don't mean export as in "export as .wav,' i mean something similar to 'export script' such that I can just import the sounds i've set to "use as sound", and their variables automatically..

edit: here is a screenshot of what I'm looking to learn how to do..

Wc3 maps are mpq archives that can be edited via an mpq editor. You can see any file and data the map possesses that way, which grants more control than you have with the world editor. Ofc you can also kill your map easily this way if you do not know what you are doing, so make a backup beforehand. The war3map.w3s is the (editor-only) file for sound settings. Everytime you save in the world editor, it draws information from the current settings and generates jass code for the map script, which is then relevant for the game.

Overwriting a (possibly available) current .w3s file with another is easy. Merging two different .w3s files is obv more difficult. For this, you would need to know the specifications of the file format.
