Please don't spread complete speculation. If you look at the thread it actually doesn't look trustworthy at all. Maybe some of these things are true, but we will only know when official patch notes are released.

It's a fake. Blizzard never does big balancing changes; too much danger of creating the opposite effect that way... they always do baby steps and fine-tune. This is way too much bucket-balancing for blizzard.
