It's the texture underneath the buildings, kinda like a "ground decoration" or something like that. Might be wrong though, but that's what I could remember.
It's just a texture on the ground that is accessible with triggers.
Think of it like everything you want to "paint" on the terrain: craters, bloodsplats, footprints, the sockets of buildings, etc.
With TFT, the object type "image" was implemented. A ubersplat is just a derivate of image.
Actually, images have some pretty neat uses, for example, if you want to create Full screen systems. But ubersplats in particular are rarely used, I agree on that.
