I've just seen the screenshots and I was like "WOW", so I was wondering if this file could be released to the public, it makes me actually feel like playing Wc3 again

You can link to Vorontsov's site and simply release your config file. That's how it's done on the San Andreas modding forums.

Also there's a 5 second watermark with his name and website in the upper left corner when you start the game so it won't be a problem.
