I know this was designed for Mordor/LotR projects, but honestly it's a solid Wc3-style structure anyway. And 3-tiered Town Halls are difficult to come by. Awexome. : )

IMO the two best features are significantly different tiers (though they are still recognisable thematically) and it is generic enough for use with many different custom races.
