How can i give more or less than 1 Rep Point??

Well, thats the question. Iv seen a lot of people givin 3, 2 or 4 of Rep, but i cant figure how to do it. when i give Rep, i only can give 1.
Also, i want to know if i can add -1 rep to people that flames, trollin, etc. If i can i want to know how to do it too.

The FAQ about the Rep doesnt show How to do it.

Because you can't neg rep people. Also, you haven't read the FAQ carefully; for every 200 rep points or 2000 posts you get 1 rep power.
