How can i give 0 rep points?

new users by default give 0 rep until they recieve some rep. We, moderators, can give reputation from -12 to 12 so we can also give 0 rep. But why giving 0 rep?

Users with negrep give +0. Mods can give whatever the heck we want, from -12 to +12.

I sometimes give +0 if I want to reply to a post but don't want to make an actual post.

so how is it possible that, when you can give -12 to +12 rep that some contests give about 50 to 70 rep?

are they given in more than one step like 7 times ten rep or is there a special case for this?
