Enable rep in Off-Topic

Rep should be entirely disabled I think and a new system should come in that can only be awarded from mods and admins. Users can easily bypass the no rep in off-topic by just going to another post by that user and just "spread" to re-rep same user. I've seen it happen several times and even done by mods/ex-mods.

Especially in dumb threads like gay marriage debate... If people could chat intelligently and sensitively then it'd be fine however that isn't the case.

Medivh's Tower is a dedicated debate forum; rep is also enabled in it. However, not everyone can post in it.

Rep has now been enabled in all sections.

We had a fit over in ML, but ultimately the opposing
side had to admit there was very few good reasons,
if any at all, to not enable it.
