I really don't know, because I've just tried out Dualism, and not scared that much.
The big question is: could Warcraft map be scary?
For me, no.
The graphics are soo terrible that..... You guess the rest.

Depends on the age of the one playing the map I guess, and also how fast he/she gets scared.

Quite a vague question.

Fear comes in multiple flavours:
  • Shock/horror/gore
  • Anxiousness from impending doom
  • Fear of the unknown

I think the main reason maps that aim to be "scary" tend to fail is that they only identify the "shock" aspect of scary, and try to create that. It's easier to craft than the others, but the effect requires artistic creativity and very good graphical capabilities. For this type of fear, you're quite right that it can't be done properly in warcraft 3.

If this is the extent of your definition of "scary", then we can just stop there with your answered question.

But going by a broader (and in my opinion more accurate) definition of scare/fear, Warcraft maps definitely can give you a fright.

If you play dota, think about a time you're walking along off to go ward somewhere. Suddenly, the enemy Ursa blinks to your location and murders you instantly. If you aren't expecting it, that can give you a big fright.

But if you are expecting Ursa to appear at any moment, you are then fearing the unknown, which can make you anxious. There is little investment in your character in this example, since it respawns. But what if you only have one life? Every step could be your last, and with decent immersion, that can be incredibly scary.

Warcraft 3 being uncomplicated and without hundreds of bugs? That would indeed be scary! I believe that I would have stoped messing with it for a long time and that this website would be much smaller or might not even exist.

So, from scary turns to something more sinister.........
FEAR.
you fear of the scene when you got ambushed in DotA?
when you got owned in melee/altered melee maps?
cannot hide in 'Who's the Killer?"
that, my friend, is Scary.
But could we do something more frightened?

Yes you can create scary maps, it can include sound files, music, images and any other "wires" to make your game run in a creepy and scary tone. But the problem would be that you must have experience to make it good enough to be categorized as "scary- horror" map.
There is this map called "The Haunted or The Hunting", I can't remember the exact name. But it is a good example and the only one I found that is counted as scary. :)

Edit: There is also Silent Hill map.

From my point of view.......
The only thing on Warcraft can scare the f*ck out of me is
Cinematics.
Scare as hell, no wonder i still being called a 'cry baby'......
especially the scary cinematics.

Hard to say, but that is true, rulerofiron99. It did have a potential of a good scary map, but that was a long ago.
So lets discuss the real meaning of 'Scary'.
Its the most practical emotion of any living beings since the world started.
It lives upon us, and would come to us at any time, by the most fear.
And everyone has it, so we all want to express it out for the other to know.
Thats why we have scary wc3 maps/movies/games, etc.......
but the real question is: When will the 'Scary' comes to us?
Only when then, every wc3 maps, and i mean EVERY, will become our 'Scary'.
Or anything.
and we must answer it.....by ourselves.

Actually scary is a definition that was created in our mind from fear and fear was created from having a taught about something bad that could affect us in a negative or displeasing way. It has been tested that small children below approximately 6 / 5 years don't have fear as they are not intelligent enough to go deeper into the thoughts of mind. Having intelligence and a greater mind gives us the ability to foresee the negative thoughts that help us avoid harm and bypass a problem without getting hurt or affected in a displeasing way. That means that fear is a great ally in Humans, as it allows us to be cautious.

You play a map for ages and are enjoying it but decide to look at what is happening "under the hood", open up the JASS script for it in an editor and notice it is 90% GUI leaking a ton every second. You then maximize to find the game running at only 40 FPS and losing a frame per second per minute. AHHHHHHHHHHHHH!
