What is bilingual map in terms of hive?

Hello everyone!
If i have skill/upgrade/unit descriptions doubled in english, have possibility for player select lang of text in dialogs/cut-scenes, but names of heroes, units`, upgrades`, skills` and item`s names in-game in other lang - is this enough?

Warcraft III stores trigger strings and object editor strings in a file often referred to as the trigger string file. This file maps internal strings to localized strings, and is often removed by some optimizers as the process is highly inefficient. In theory one can add more than 1 such file to a map, each having the text localized for a different region and being stored in the MPQ under a different region code. When the game loads the map, it should use the localized version of the file appropriate for the client region if available. This works in theory, however no one has posted strong evidence of it working in practice. Warcraft III itself uses a different approach to localization, it does not bother with it at all and instead releases each locale as a completely different build and game install.
