You do need to convert it into blp. I'm not sure which ones but there are tools here somewhere that will allow you to do that. I think even the Magos model editor will do that but I'm not certain. Someone else will probably be able to tell you more definitely but here's a link to Magos' Model Editor
It's probably not working for you because you are not using the correct path for the skin in the import manager. It's either you haven't removed the war3imported\ part in its path or the tga file needs a custom path of its own.
The version of TGA WC3 supports is quite basic so many modern imaging programs might create incompatible TGA files. Additionally there is a restriction for .blp files that the texture has to be a power of 2 in each dimension which might also be applied to TGA depending where the restriction is applied.
Finaly work but needed to restart the editor 2 times... Dont know what happend. Yea i removed the wc3---- anyway solved. Still it works but it looks like he is flying instead of stading...You know he bounces from one point ...ect
