Some resource threads are closed for further replies which makes it impossible to rate

I am wondering why threads of several resources (for example this one BTNHolyHeavyBoots and I remember some more) are closed for further replies.
Rating requires at least one comment, so I cannot rate.

Sometime there's a reason for it. This seemed like there isn't. I have unlocked it. You can "report" these things for the future and we can go through them.

Iirc in some instances the author asked for their threads to be closed for one reason or another.
Considering that the author here changed their username to a bunch of numbers (I recall the former name) I am almost certain this is one such instance.
