how do i make the cinematic go faster or slower?

change camera speed / rotation rate.
If you mean the units and objects, you have to reduce their movement speed / attack speed and their animation speed.

k thx for the advice, and i did mean the units like in arthas's painfull visions...

hmmmm....you could change game speed, or add buffs to some unit to make it go slower, i also had that problem, i wanted all to go slower(bulets units etc.)
