You could do that but like most things there are more than one way. The one you mention seems to be the most popular with that Russian reactor using it. One problem with it though is random heat discharges not too dissimilar to solar flares.

Even with fission it would still be fairly random, as one cannot easily control the movement of atoms at the quantum level. And that slight movement has a large impact on the release of energy.

Too bad humanity doesn't act as a hivemind, so there isn't really any motivation for individuals to do anything until it's too late.

I think the solution is to build a giant copper heatsink that will transfer heat from earth to space. Obviously if the sun shined on to it, it would do the opposite, so we will also build rails around the earth so it can move, and always stay on the dark side of the earth, transferring heat away.
