Problem with misc.txt??

Hi, I was just wondering what is the max height that the misc.txt brings? I know it is written that it gives 9000 but my terrain wont go passed 2000 and I pasted it(the misc.txt) in my Warcraft III/UI folder. Is it supposed to be 2k or is this a bug?
