possible to open 2 world editors?

No you can't. And you don't need to.

Open one map, then go to File --> open map --> search second map to open it.

And you can switch between maps by clicking on "Window" and then clicking on a map. It displays there all maps that are currently opened.

This way you can compare these 2 maps, or copy data from one to an other. So thats everything you need.
 
You will need to change the process declaration such that a new instance of WorldEdit will not see an existing instance. This may require modifying the executable (at an assembly level?).

Alternatively you could run Virtual Machines, each with a WorldEdit process in them. Obviously performance will not be optimal but it is guaranteed to work as long as you find a virtual machine manager that supports the graphics.
