Yes to open it
First: Open the first WC3 world editor
if you done openning it hit start, select the WC3 World editor icon ( if theres no icon pin it to the start menu)
Then right click the WC3 world editor on the start menu
Select Run as
if the message shows the Run As press enter
YOUR DONE you opened 2 world editor
