Normals members can't -REP!

All of us normal members can't give negative rep, only moderators can, I think those of you who don't know this should. The member AlotofGarbage gave me +REP for my thread "I just got -2 rep out of nowhere." AlotofGarbage left the message "Shameless actions, spamming, flaming blah blah." with it.
