is it possible to make warcraft models using "Autodesk Maya 2010" or do you need some other program?

Maya hasn't got an exporter to .mdx, so it's not recommended to uses it for Warcraft 3 Modelling

Anyway, since maya isn't recommended, is there any program that can change the file from MB or MA into MDX?

No, that's why it isn't recommended

Try "www.turbosquid.com/gmax" it's pretty good. or you can try milkshape but it costs $20 and it's not an autodesk product.
