Making calldown nuke not require ghost acadamy?

I tried to change the requirement, then i got an error like "There's no nuke to launch!"

Is there a way to make it like physic storm or another aoe ability, without needing a nuke?

the person posting this help request clearly wants the ability to work without building a nuke.

Change it so that the spell's effect is "Ghost - Nuke (Persistent)" instead of "Ghost - Nuke (Calldown)".
