How do I add more tiles than vanilla JGNP editor allows?

For example, in the original map I have, the maker fit so many unique tiles in that the tiles remaining is a negative number!

My JGNP won't let me have a higher total than 12, with 0 remaining.

What do I need to do to add more tiles above this vanilla limit?

And look, he has a snow cliff tile too! How do I add additional "cliff" tiles?

Use JNGP. Maps can use up to 16 tilesets, but the editor only allows you to use ~12 texture space (or 13 or something, idk, it is irrelevant). The ones that count for 2 are usually 512x256, whereas the ones that count for 1 are 256x256. I don't know exactly why the editor places this limit. Anyway, JNGP directly writes to the map's file (which is why it says "-10" texture space remaining).
