How to Import Special Effect on 1 Animation?

Hmmm... I was wondering how everyone imported sfx on each animation...
EX. Death Animation of building with wait 2 secs to reload the image "Dust on the bottom"

It's made with Particle Emitters, which you can create with Magos Model Editor.
