[General] How to change a 1.30 map to 1.28 map

I'm no expert on the subject but I would say locate the differences then change your map accordingly. If your map contains units from players 13+ then change the unit colors to be pre- 1.29 teams.
Team colors are from 1 to 13 [ORIGINAL]
Delete all triggers. If it works gradually move triggers back
As for deleting all triggers idk if that might work it may Rely on units/doodads/specialEffects

What you are asking is not really possible. Blizzard tries its best to keep maps forward compatible with future versions of Warcraft III but newer maps (saved with newer version of World Editor) are not designed to be backwards compatible for obvious reasons.

Multiple binary file formats might have changed between 1.28 and 1.30.

Can I move all my Data to a new map? like Triggers/AbilityDATA/itemdata/buffdata? I can renew the Terrain easily but can I move it's stuff?

As I said, multiple binary formats might have changed so copy and paste might not even work. Such backwards compatibility of newly made maps is not a design consideration.

You can always investigate the binary files yourself and write a converter. That said I recommend sticking to supporting the newest version of Warcraft III, especially since Reforged is just around the corner.

I just realized that my other map can be switched from 1.26 1.28 1.29 1.30 all together without any corruptions whats that?

You see my friend can't play in 1.30 so I have to make a 1.28 one
I'm sorry I can't help you here, but maybe it would be easier if you could find a way so your friend can play in 1.30+, it would save you a lot of trouble. My personal opinion on this matter is that everyone should play with the latest version of the game, otherwise it gets overly complicated to get players to play together (your case is one exemple, among many others)
