Blizzard tries its best to keep maps forward compatible with future versions of Warcraft III but newer maps (saved with newer version of World Editor) are not designed to be backwards compatible for obvious reasons.

You can always investigate the binary files yourself and write a converter. That said I recommend sticking to supporting the newest version of Warcraft III, especially since Reforged is just around the corner.
I'm sorry I can't help you here, but maybe it would be easier if you could find a way so your friend can play in 1.30+, it would save you a lot of trouble.
