A fountain with stairs? weird. I think when using this doodad, you can make custom pathing or pathing blockers. so that noonw will walk on the fountain's water when walking it. Also, I think the doodad purposese for some kind of a mini-stronghold or a special place. A building that can hold people. So It must be ultra large in scaling value

I agree it is terrible,or at least you could animate textures so it does not look like ice so now I give you 4/5,cool idea though.

Although I have no use of it personally, it is a gr8 model that goes well with the naga. This doesn't look like a fountain but rather a spa or a jakuzi. But either way, whatever it serves for, is good. But I'd say 4/5

I just understood that this model is excellent for unbroken draenei as well... Sacred Spring, which can be used to train Anchorites for example.
