Evasion problems

Well I have run into a problem in my map, I'm making custom attributes for my hero's and I need an attribute to give the hero a higher chance to hit. But all the units in warcraft 3 start with 100% anyway. So to make it possible for units to miss all units had to be given evasion. Is there any possible way for me to increase the chance to hit a target that has evasion?

ex: if a units evasion was 100% and a unit that had a very high chance to hit attacked say like 50% the unit with 100% evasion would have a 50% of getting hit.

is it possible to achieve this without lowering the level of evasion or using critical strike as a hit ratio?

i would say, NO there is no simpl way to solve this.

however, u can make a system for this.
In this system u would save
damage
hit %
then calculate, if the chance happens, the target unit will not be healed.

but this system would remove the random damage range, like
u could not have 5-9 dmg, instead u would have to set it like 7-7
then set the healde amount to 7 if it misses.
for some eye candy i would add a flying text that says missed.
