Double description per Quest/Subquest

Hey i've seen games like PoC (director's cut here in hive) that have in f9 each quest have 2 scroll bars, which looks really cool and helps alot in descriptions, does anyone knows how it's done?

I don't think you understand, A main quest for example you click on it and inside the main quest description, there's 2 scroll bars to have kind of like 2 texts per description.

one is quest requirement and the other is quest description I believe.

I do agree with Nichilius and also when a quest description is too long, I guess it also happens.
