Difference between Music and Music?

What is the difference between the two actions:

  • Sound - Set music volume to 100.00%
The "Set Music volume to x%" action

  • Sound - Set Music to 100.00%
The set "Volume channel (music volume channel) to x%" action

Could the first action change the players audio setting within the menu to x% while the volume channel is an editor only changeable feature?

Nope, both are in-game functions. The difference lies in that the first action sets the volume to all players, regardless to what music is set. So every music played's volume will be x% , while in the second one you may play set a volume of certain music to 100% excluding other music, which also gives benefit of balancing Sound and Music and reduce music's noise ...Etc

The first one is designed to be used during important voiced dialog so you do not have the in-game music competing with the talking.

The second one is designed to be used for cinematic where you know what song is playing and want to emphasise it (such as a dramatic death scene).
