Did exist a way to modificate the cooldown in older versions?

Or you can do a two part cooldown thing where you create a dummy sellable object per skill and make its available object count lower each second and once it reach 0 you give back the ability(and make the object stop being sold)
That works for skills with a cooldown up to 100 seconds and if you are not happy with it then you can mess up with engineering update and skills with charges but then it is at your own risks and perils.
