Clicking on 'Forum' from SC2 section..

doesnt redirect you to the forum index with all war3 and other sections but nothing happens. The 'Forums' tab between 'Rules' and 'Starcraft II' clicked while in sc2 forum.

No, something happens. It takes you to the Stracraft II forum. So if you're on that page and pressing the link it would only seem like it does nothing.

The thing was probably made for people inside any part of the SCII sub-forums to re-access the main SCII forum easily.

It's annoying since there is no Warcraft III link back.

It's deliberate with the Terran theme, but is annoying and should be removed.

It was intentional, but now you have to click «The Hive Workshop» (see the image Zombie provided) to get back to the main board.
