In short, if you want the staff's attention on a post click that and write what u want to say. Mainly rules breaking but u can also use it for requests like thread closing, moving etc..
I think you got the idea.
 
If you report a post, it stands for e.g reporting rule breaking, spamming, trolling etc, or requesting something.

In short, it is a thing to get staff peoples attention like Zelda.Alex said.

Its useful, but use it wicely.

However, don't use the "Report Post" button:

simply to get attention. This includes bug reports, or a question that simply requires the clarification of the administration team. And don't use it as a way to bump threads. Only bump a thread after a week without any new posts.
