Hi. I noticed some sites have the sticky thread names with a bigger size. Since some users appear to scroll past them without noticing, wouldn't it be a good idea to increase the size to 3 (I believe the default is 2)?

I would like to hear people's opinion as well. Feel free to post!

Or maybe you can just deal with the fact that people suck and won't read stickies first before posting. If you make the stickies noticeable enough such that they have to be read by the new users, then they're going to also be annoying enough to impede natural forum exploration in the older users. The obvious solution is to just tell people to read the rules and punish them when they don't. Mods need jobs, or something.

What about always bold and colored something other than the default?

No, its just that no one cares, and people are stupid. Mostly the people who break the rules, are:

a) Doing it intentionally
b) Join the site make under ten posts then dissapera forever

That's mostly true. It's a totally different issue, which needs to be addressed. A lot of the users who break the rules are the moderators who protect and enforce them. There is a lot of power abuse here, both subtle and noticeable.

I have 2 suggestions. It might be retarded.

Why not make the unread stickies for users (or the rules only of each section) sticked to the user's User profile or User CP, adding a new section to the user profile or on top of the screen, OR why not make a window that pops up when you enter, let's say the request forum saying: Welcome xyz to the requests forum. You have N unread stickies. Read them for your own safety or something like that...

That sounds good, since I spend most of my time in the user CP!
