Battle Roar Problems

Uhh.. I used this settings for the Battle Roar Skill...
This is a Screenshot of the Settings I made

And during in game... I can click the icon of battle roar but simply.. It doesn't work.. Like clicking it but nothing happens.. It doesn't cool down or any..

It's probably the max units. The ability may not work with other values than 0.
