Hi there,

1.) I would suggest getting a full copy of the game from the Battle.net app.
The standard World Editor (2.0.4 as of this writing) comes with almost all features from JNGP and WEX, along with more additions (you can now use multiple cliff types and more tilesets with that version).
It supports both Jass/vJass and Lua. Lua is much better than Jass/vJass, since it's a standard language widely used in the gaming industry.
The only thing that you should remember about using this version is that you need to enable JassHelper/vJass manually.

2.) If you remain stuck on the older patches like 1.26 or something like that (you shouldn't because the latest patch has a big advantages), you can feel free to use this Search function in this forum for the installation process or, as someone said, use alternatives like the YDWE. Keep in mind that the installation process method for JNGP and WEX is a bit complicated, especially since you must specify the correct patch that JNGP/WEX support and the variable paths required for loading the assets. And yes, JNGP and WEX are unsupported as of today. Just buy the game from Battle.net and use the latest patch, unless you are developing games for a 1.26 private server or something.
