You're doing it wrong. The thickness of the outline should be 1 on any place. Yours overlap and make it look bad.
2) you used dodge and burn
PIXEL ART is made with the PENCIL tool only.

No it's not, look at my avatar, I pixeled it with a pencil tool and 14 colors only. if I used dodge and burn, there would be many more colors.
