Personally, I don't think that "concept art" per se has to be finished. His entry shows his concept and colouring options, hence I'd say it completely fulfills the contest criteria.

The judge(s) shouldn't count the grade of polishment anyway, but the concept and overall execution.

I agree with Black. Concept art does not need to be all polished and fully rendered. As long as you can make out the overall concept.

Just look at the Tribal Princess contest, where many people started argueing about what concept art really is...

Actually i'll be busy these coming days because i'm moving away and am going to start studying, so the first days will be rough.

Phar, would it be possible to integrate something like a reminder we get via mail (for people who "subscribed" or something) for side notices?

I think you announced every mini-contest via announcements. This way, everyone gets informed objectively and personally.
