Actually, they don't give 0's here. Well, they do, but they can't put anything lower than 40/100 on their gradebooks.

This is because if a student gets a 0/100, he can't do anything to make up for it. Even getting a 100/100 would give him a failing average. And to pass (with a grade higher than 65/100), he would need to get 2 perfect scores.

40/100 is ideal, because if he gets a 100/100, he will get a 70/100 average.
