Glad you asked.

The difference lies in the fact that one can also use the game to watch replays, for example.
By having only three 'Base Versions' of the game which can each be downgraded up to a point, one can watch (almost?) any replay he/she wants.

Watching replays is like watching games on Twitch, but with some level of interaction added. Therefore, one is not passive while watching them. Hence why that way one is running the game, and yet one is not playing it stricto sensu.

"More than one vote should be allowed imho" does not mean that votes have to be arbitrarily limited to two at best.

Does that mean there are (used to be?) more modders in 2020 than there are players in 2021?
