What tool will I use for making an icon?

Hi guys. I'm new here. Sorry if this is not the right forum to place..
How can I make an icon? What tool should I use?
And If I save an icon what format should it use? 24-bit bitmap? 16 color bitmap? 256 color bitmap? Please help me..

First of all: You don't download Photoshop, it's a software you have to buy...

Usually, when people start out creating icons, the results tend to be lacking and unapprovable in our Icons section.
Posting your icons there will earn you feedback of various users, while you can work and hone your skills until you are ready to create approvable results.
