What tool will I use for making an icon?

Hi guys. I'm new here. Sorry if this is not the right forum to place..
How can I make an icon? What tool should I use?
And If I save an icon what format should it use? 24-bit bitmap? 16 color bitmap? 256 color bitmap? Please help me..

You can create an icon in Photoshop, Paint, etc. And with Button Manager you can make any icon, Normal, Disabled, Autocast, Infocard, etc. Also, the program resizes your image to 64x64 if not have this size..

First of all: You don't download Photoshop, it's a software you have to buy...
