what kind of lag or leak is this?

when creeps chase you but move in a strange kind of lag way? screen wasnt lagging by the way, also they went back to acting normal after a while

Do you mean that they move a bit, then stop, then move more and stop again? If so, then that player has too many units.

That is the most common cause for this.
The game seems to only give orders at 1 per frame, so 30 orders per second max.
If you have lots of units moving, then those little move orders aren't given fast enough.

Also not sure about that orders at 1 frame per second. It would be worth trying it out tho.
