What do you call it. And where do you get it. I like that my circles will become many and shiny. Example: (0) BiboyCandia is an unknown quantity at this point.

It's called reputation. Users with more than 0 can give reputation to other users when they make good posts/submissions.

If you make insightful posts on the forums or submit a worthwhile resource, you'll surely get your shiny thing.
