Yes, it will be possible. Reforged will use the same game engine, you will even be able to switch between old and new graphics.

However, current custom models will feel totally out of place in these updated graphics. So yeah, it will be possible, but maps using these outdated models will be weird if new graphics are activated.
Also, hopefully there won't be too many incompatibility issues between Reforged and old maps, like those bugs we have with some maps made prior to 1.29 or 1.30.

Yes because it is the same WorldEdit for the same game. The HD graphic part is just behind a pay wall.

Yes, as long as you do not depend on buggy behaviour which might be fixed.

Unlikely. SC2 has used these models for ages and people still love using them despite them looking "old".

Same style of issues, but map makers will fix for it seeing how it is the version of Warcraft III. Be it if you pay for it or not.
 
The World Edit will probably be the same as the one we are currently using. Currently there are too little details to say what options a custom map maker has with regard to using remaster graphics.

For example, will they do the StarCraft II thing and allow custom maps to use remaster graphic settings without people paying for the remaster? Will the remaster graphics get ported to StarCraft II like how the rest of Warcraft III assets were in the past? Will it really run on a Pentium 2 and Windows XP?

I suggest people wait it out for a few months for more concrete details to come to light, rather than buying all the abstract marketing hype that was likely written by people who have no idea what is planned.
