Voice editing program

I was wondering if there was a decent voice editing program out there thats also a decent price. Ex. making my voice sound like Illidans or other characters in wc3.

I have the best voice editing program in the world, (promise) and it can do almost everything!!! It may be hard to use, but it pwnz! I just need two things to send it to you; i guess 10$ and a very sharp knife, it might be hard to draw my tongue out of my mouth...
