Units "lobcking" even with locust?

When I set unit in same place with differend height some units move even if they have locust. Is there anyway to stop them from moving. They move like they had collission (dont fit in same place), why is this? Im trying to stack dummy units with effect sorta like tower, but they seem to move a bit :<
 
Make them flying type movement with 0 collision and locust. THey should then be stackable infinatly in the same place.

If you do not want them to be able to move via the order move or smart or attack or when auto finding a target, you have to go to gameplay constants, set minimmum speed to 0 and then set their speed to zero.
