When do you get that error? (e.g. when you open any map?)
EDIT: You should try reinstalling Warcraft III. Perhaps your MPQ was edited or was changed somehow. You should have the file TerrainArt\Terrain.slk in them.

Looks like the MPQ is broken and those files are damaged or corrupted.
